Annual Plan
An Annual Plan is a detailed planning document outlining the development activities, programs, and projects intended for implementation within a single financial year (from April 1 to March 31).
Simply put, an Annual Plan serves as a roadmap that specifies which sectors need development within the year, how much funds will be spent, and where those funds will be sourced from.
Key Features
Duration: This is a plan formulated exclusively for one financial year (1 Year).
Linkage to Budget: It is prepared by taking into account the upcoming year's budget allocation and various financial resources (such as Development Funds, Own Funds, Finance Commission Grants, etc.).
Target-Oriented: It sets clear goals by allocating specific funds across various sectors including agriculture, infrastructure development (roads, buildings), healthcare, education, drinking water, sanitation, and women & child welfare.
Participatory Planning (in Local Self-Governments): The final shape of the Annual Plan is finalized after consolidating the needs raised by the public in Grama Sabhas and Ward Sabhas, followed by evaluation by Working Groups.
Benefits of an Annual Plan
Prioritization: Helps identify and implement the most urgent development activities using the available funds.
Financial Discipline: Prevents the diversion of funds to unapproved purposes.
Accurate Evaluation: Enables precise measurement (Monitoring & Evaluation) of the extent to which the targeted goals were achieved at the end of the plan period.
